@This commit does not change RAT's default. I added the modified collection efficiency I have been talking about on the phone-calls. I created a duplicate of GLG4PMTOpticalModel to do so. This allows one, if they turn the MCE on, to do studies that change properties of the PMTs from RATDB and see what happens.
