New home for Trac and the build tester

Hi all,

The changelog/documentation/source browser website for RAT now has a
new (permanent) home:

http://nu.ph.utexas.edu/bw/trac/

In addition, the build testing site is at:

http://nu.ph.utexas.edu/bw/build/

This shows the results of automatic builds and tests of the RAT code
on various platforms. (Some of my compute nodes are down, so you'll
notice some of the machines are not up to date.)
