new Gd-loaded scint

Hi all,

I've checked in new code that defines Gd-loaded scintillator in the inner
vessel of the RAT detector. It should currently function almost exactly
like the default GLG4sim "scintillator" that we were using, as I robbed
GLG4sim for all of the default physical scintillator settings. I only
tested it with 100 e+ events, but the key output numbers came out the same
in all my test jobs.

One thing to note is that if your macros explicitly fill the
"scintillator" material, it will not be consistent with the loaded scint
in BW_ConstructDetector and you will get an error message:

GLG4PosGen_PointPaintFill::GeneratePosition(): 52328,100000 loops spent
looking for point in physScint with material scintillator

You will need to replace "scintillator" with "GdLoadedScint" to fix this.

The big thing is to get the Gd capture process working. I am working on
two things:

1. allowing for a two or three zone design which will be easily selected
by the user with the parameters in settings_spherical.dat.

2. getting the n+Gd capture cross-section data files formatted and into
place so that they are automatically installed where Geant4 will see them
when RAT is built.
